Check the settings in System Preferences > Keyboard > Keyboard. Also, just tap the key, don't hold it.

So your settings look just like those in the post by Dialabrain, but when you press the Fn/Globe key it brings up the dictation?
Go to keyboard preferences and change what the Fn key does

Maybe, but it's a laptop, I don't want to add another one, it will be tiring
