Two Things:

Is a computer at hand? Do you have Ethernet available?

Use a Computer and Ethernet:

Have a computer handy? Start with attempting an update through use of a computer. If you cannot use Wi-Fi on the computer, then use Ethernet.  Go Here: Update your iPhone Using a Computer - User Tip. On the computer, you would connect it through Ethernet, going directly into your router. For a Mac(or PC) that does not have Ethernet, this would be the adapter to use: Belkin USB-C to Gigabit Ethernet Adapter - Apple

A. Activating:

Go Here: If you can't Activate your iPhone - Apple Support

B. "No Service":

I can see that "No Service"*** is shown on the top-left corner of your screen. So, go here to fix that: If you See No Service or Searching on your iPhone or iPad - Apple Support
