Leaving the boxes unchecked should not affect the ability to access the voices. So, it's alright to leave them unchecked. Depending on what you've found online, these general steps might help:
- Check the Privacy settings for anything with access to Accessibility settings: Change Privacy preferences on Mac
- Restart your Mac from the Apple () menu then Restart.
- To narrow it down, also be sure to check your Mac in safe mode to prevent outside items that could be blocking Accessibility settings: How to use safe mode on your Mac
- If it only happens in your user and not in safe mode, try removing login items, especially any that might interact with the Spoken Content or Accessibility settings: Open items automatically when you log in on Mac
- If it happens in both safe mode and a new user, back up your Mac and reinstall macOS using Recovery which will reinstall the System Preferences with Accessibility settings: How to reinstall macOS
