Apple Refuse To Repair My Mac That Was Originally Free

I recently sent my MacBook Pro 2019 off to be repaired due to a unresponsive keyboard the rest of the Mac worked completely fine even the Touch Bar, but no keys worked at all. The people at the store I sent my Mac from said that it would be free as it is a common issue. However I then received an update claiming they had found a ''new issue''. I then rang them multiple times trying apple support directly and then the store directly both telling me to ring the other. Eventually I managed to speak with a senior advisor at apple support who said the ''new issue'' was unrelated to my keyboard problem however the performance of my Mac was perfect despite the keyboard. The repair for this new problem is £560. And apple refuse to allow me to have my free repair on the keyboard unless I pay £560 for this new problem that never caused any performance issues in the first place. Is there any advice anyone could help me with regarding this issue?
