There was an update yesterday for iOS 15.0.1 and it looks like it should address this issue for you:

Update your iPhone, iPad, or iPod touch

It seems you're having trouble enabling your Apple Watch to unlock your iPhone and we can help.

Do you have Bluetooth and Wi-Fi enabled for your iPhone?

Make sure to check in Settings. Both Wi-Fi and Bluetooth must be turned on.

Have you tried restarting each device separately?

Make sure you have everything configured as seen here:

Similar to OP, I've updated to 15.0.1 and still having the same issue. Has not solved the apple watch unlock issue.
