No, on IOS 15 your now able to track your IPhone when it’s turned off how is this possible do the phone have to have service to do so or what?

I really want to know how the dead phone able to send the location to the apple server, if there no sim no WiFi not Bluetooth , unless it take internet from the carrier sim, I lost my phone I trying to find it it don’t show up
I stand corrected about the power off, I still don't think you can track it if the battery is dead.
I have yet to find a full explanation of this feature, but I've read that it only spans a limited time frame and is only available as described in the above screen shot. So it won't be helpful in many lost or stolen situations.
You can't track the phone if it's turned off or the battery is dead.
A dead phone can't.
