It's not a distinct app, it's part of the Health app and you won't see details until you set it up.

You have probably read the information below (directly from Apple document), however, if you have not then here it is:
Movement matters
Carry iPhone with you to count your steps, record how many flights of stairs you climb each day, and even monitor your walking steadiness. Open the Health app, then tap Summary to see your steps. Scroll down to set up Walking Steadiness Notifications. Tap Edit to add more activities to the Summary screen, such as Flights Climbed or Walking + Running Distance.

i do not need to know how to set it up, thanks. The problem is that it isn’t there to set up. I am running iOS 15. When I open the health app there is no option that says “summary.” If there was I could follow the set up directions.
Nevermind - the only thing I have used the health app for is medical ID and I have been accessing and updating medical ID in Settings and not from the Home Screen. The summary option turns out to be available only when the Health App is opened from the Home Screen. Sorry for the trouble.
I said in my question that the summary for walking steadiness is not inside the Health app. That is the problem.
No problem. Glad you have it figured out.
