assistive touch keeps turning on by itself

I’ve got both an iPhone X and an iPhone 12 Pro. On both devices, Assistive Touch keeps turning itself on - often minutes after I manually turn it off. The only commonality seems to be that it seems to happen when I’m using either the Pokémon Go or Rise of Empires game apps.

And no, I do not have Accessibility Shortcuts turned on.

I have a screen recording where I turn it off, and 15 minutes later it turns itself on. I can provide it if it’s useful.

I've been having this problem for over a year now. In that time, I've toggled the feature and restarted the devices dozens of times, I've installed multiple OS versions, and updated and reinstalled the apps multiple times. I've even wiped and restored the devices at least once. The devices do indeed have a couple of profiles configured, but they're ones designed to be used by Apple employees for apps like Self Service. I'm doubtful that the profiles are responsible, since the problem predates Self Service.
