We (or at least you have not told us) still have not established whether or not this truly was a double invoiced item. I very rarely see posts where that has happened. Typically somebody just doesn't understand that something else has been billed to their account, perhaps by a family member. The support article "If you see 'apple.com/bill' on your billing statement" explains how you can check your iTunes and App Stores purchase history, cancel subscriptions, and track possible sources of unrecognized Apple charges you may see on a bill. These may be purchases by family members if you are an organizer of a Family Sharing group, or possibly a second Apple ID you use. The article also provides a specific link for contacting Apple if you cannot trace the source of charges. Other possibilities to consider (not all may apply in your situation):
- Unanticipated amounts may be grouped charges ( https://support.apple.com/HT201359 ).
- Purchases can be made with your ID if your Apple ID is compromised (what to do ➞ https://support.apple.com/HT204145 ) or somebody else has access to your device (require purchase password ➞ https://support.apple.com/HT204030 ).
- If you only see a charge in emails or texts that are not official Apple receipts, it is likely phishing attempts ( https://support.apple.com/HT204759 ).
- If you are absolutely certain neither you, nor Apple, nor a Family Sharing member can account for a charge and it ONLY appears on a bill for a charge card you alone control, you may have been the victim of card fraud. Contact your financial institution.
- Small amounts of ~$1 may be an authorization hold that will be refunded (pending charge ➞ https://support.apple.com/HT201292 ).

What you describe and what the message says are completely different things.
Check this first to see if you can see the exact nature of these charges:

If you think you have truly been billed twice for exactly the same item contact Apple to help you with this. If you use the usual methods for asking for a refund this may result in a cancellation of the service or app and loss of all data associated with it even if you only wanted a refund for the second billing and intended to keep the item.

Normally, all sales are considered final, but you can ask for a refund.

I have provided you with pretty much all the information I can. If you want to you can simply click on the link telling you how to ask for a refund and hope it doesn't make a mess of things. If you want to be more cautious you can instead call Apple and ask them to explain the bill.
Be careful if you follow the link provided by Eric Root to "Purchases problem". In reality that takes you to a document called "Request a refund for apps or content that you bought from Apple". That is the process I was warning you about if this is truly something that has been double billed (which you have presumably already double checked about using all the information I provided you). If there truly was a double invoicing and you use that procedure, there is a risk that Apple will assume you want to cancel the iCloud subscription entirely, with possible data loss.
