you can do that by sync both to your appleID icloud account and having it set to auto download apps added to the appleID

if apps don't use icloud for data then the apps will still live seperate lives on the 2 devices though

Rudegar is correct.

You can set iCloud on both devices, so both devices share all of the same data and to auto download apps.

You need to be aware that using iCloud to sync data across various iOS/iPadOS devices means that if you remove/delete iCloud sync'd device data off of one device, it will get deleted/remove off all yiur other iCloud sync'd devices.
