After updating to IOS my phone would not boot up, restore gives error 35

I have an Iphone XS Max, after updating the IOS my phone froze and then refused to boot up getting stuck on the apple logo, when I try to a restore following all steps from apple support articles I get error code 35. Then just goes round in circles.

I dont understand how it went wrong after update. Any suggestions as I think this was an apple bug in the update that caused this and I dont want to pay £456 to get it looked at.
