Billing address
I cannot change my billing address from USA to UAE, because i have small balance left, I need to register new payment method issued from UAE.
how can I change my billing address?

If you are changing regions, you have to remove the balance. If you are in the USA store, the billing address has to be in the country the store is in.
Buy something more expensive and pay the balance with a credit card or contact iTunes Support and ask them to zero balance your account. See the Apple Support articles below for contact information.
