Apple TV automatically resets volume

I have an Apple TV 4K with a new Siri remote. A few days ago it suddenly started automatically lowering the volume to just where the top of the speakers are on the volume bar icon. I've made sure that the output is still set to my HomePods and that Reduce Loud Sounds is off.

I've tried turning off the Siri as I've read that might help, but nothing makes any difference.

Any ideas?

If you haven't already done so follow the steps below, then check to see if the problem is still there after each one:

"If Apple TV isn’t responding," Restart Apple TV.
"If your remote isn't working as expected," follow these steps: If your Apple TV remote isn't working
"Find out what to do if you need help with volume or other features of your Siri Remote:" If you can't control your TV or receiver with your Apple TV Remote

If you’re still having problems, Reset Apple TV.
