I too have this exact same issue, however, I am still on iOS 14.8.
I first noticed this issue occurring around October 4th.
I am not 100% sure this is an iOS issue, but rather an AT&T / FirstNet issue.
I noticed in your screenshot that you're on 5Ge, which makes me believe you too are on AT&T / FirstNet - can you confirm?
I found that if tether to my work phone (which is on Verizon), I do not have this issue. I also found, if I run a VPN on my personal phone (which is on FirstNet) I do not have this issue either.
As per the suggestions listed here, these things did NOT fix or change anything for me:
- Uninstall & Reinstall Apple Maps -- This actually was a terrible idea. I was unable to reinstall Apple Maps because then when I went to re-download Apple Maps from the App Store, I got an SSL error from the App Store -- after it spinned for a while, and acted like it was going to download the app. I had to get on a VPN to actually reinstall this app
- Resetting the date & time did nothing. I set it forward a year, rebooted, then set it back to automatic, rebooted. Still nothing
- I have confirmed this issue has occurred with various signal strength levels - full bars or less
Please try connecting to a VPN, or perhaps hotspot to a friends phone as a test -- see if this resolves the issue immideatly for you, as it did for me -- if it does, then the next question is, are you on AT&T, FirstNet or perhaps another MVNO powered by AT&T? If this error is specific to AT&T -- I have NO idea how we can get them to resolve it, unless enough of us step up and report the issue.
