Can't open shared notes on iPhone

Cannot use shared notes. It asks for Apple ID phone number to send verification, I check off my Apple ID pHone number and then i get a text asking to add this phone number to my Apple ID (which is already there, my only number) and sign in to verify link at https://icloud.com/v/ and then i get a "Couldn't verify try again later! I've been trying for over a month and have called support and no one can figure this out.
