find my iphone in settings using location 24/7

on my iphone 13 when i click settings>privacy>location services>system services and look at “find my iphone” it is the setting that is using my location 24/7 and causing the location use arrow in my status bar to be on all the time. the only way to stop it from being on all the time and unnecessarily draining my battery is turning off the setting but now that means i can’t find the location of my device if i ever lose it and have to use find my iphone. this started on my last phone which was the iphone 7 when ios 14 came out but back then it would still turn off for brief periods of time now with ios 15 it never turns off, also with ios 15 i am now having the same problem on my ipad air 3rd gen.

i know find my iphone is supposed to have access to your devices location so you can find it but its not supposed to be tracking it actively 24/7 non stop, it should only be when i lose my device and actually open up find my iphone to locate it.
