iphone won't let me sign in

I changed my Apple ID password on my laptop (windows) but when I try to change my password on my iphone it says 'your password must be different to one of the password you have used in the last year'.

This IS a brand new password

To me it sounds like you are trying to reset it with Apple all over again. Changing the password on one device should eventually be reflected on other devices too, but may take time to propogate via iCloud and the Internet. However, read "What to do after [or before] you change your Apple ID [email address] or password" ➔ https://support.apple.com/HT204071 - "After you change your Apple ID email address or password, you might need to update your sign-in information with any Apple services you're using." - Or if you're seeing persistent disabled messages or repeated requests for the password to your previous Apple ID. You may also wish to turn off "Find My" before changing information and turn it on again afterward.
