I use to be able to reduce the sidebar on safari but i can not on ios 15. How can i do this?

Thanks for that info and for choosing the Apple Support Communities. If we understand correctly, you are having an issue with the Safari app on your iPad. You should be able to tap the Sidebar icon in the upper left corner to collapse the sidebar and here is more info:
If you are still having an issue, please force close the Safari app and restart your iPad, and here are some more steps to try:
If an app on your iPhone or iPad stops responding, closes unexpectedly, or won’t open

There are many changes within iPadOS15 - and significant changes to Safari and its management of Bookmarks is only one of the major changes.
You are not the first to make the observation concerning the major shortcomings of the iPadOS15 Safari Sidebar - and certainly won’t be the last. Here is just one of the many discussions about this topic:

The Sidebar is now closed with the Sidebar button at top-left of the screen:
Note: For this button to be visible, if Bookmarks/Reading List/History is displayed in the sidebar, you must first tap the “Back” and “Safari” buttons that appear in this location.
