Spaces Bar

Is there a way to lock the windows in the Spaces Bar?

I am not exactly sure what you are saying, but if it is what I think, the answer is: up to a point.

You probably want to go to System Preferences->Mission Control and UNcheck this box:



This guarantees, the once you create a Space, it won't automatically jump to a new order.

For new Spaces you create, including apps that are put in Full Screen Mode (which gets them a Space of their own), you can if necessary move them into position, and then they will stay. For example, you may set it up like the image below (where, just as an example, I put Mail in Full Screen and then moved it next to Desktop 1; by default, Full Screen Apps will appear to the right of other Desktops).
