cannot connect to the internet

I cannot connect to the internet at all, even when I turn on data. On settings, it still says my wifi is connected and I still get the icon in the top right corner but when I try to open Instagram or safari it says there is no internet, and cannot connect. I have tried restarting my phone and resetting network settings. what else can I do?
