The three new dots that appear on every screen in iPadOS 15 doesn’t appear to have been well thought out… It blocks the “auto” straighten button in Photos app, which means it is always a hit and miss trying to use Photos app to automatically rotate my photos…. Is there a way to move the auto button, or the three dots out of the way?!

Yours is an excellent observation that needs to be communicated directly to Apple. In this instance, UI changes implemented within iPadOS15 now conflict with established controls of another App. Given that in this instance the “other App” is one of Apple core Apps for iPad, this conflict has evidently escaped Apple’s rigorous [cough] release control processes…
You would be well advised to report this issue to Apple using their Product Feedback page. Be sure to fully describe the issue and include the iPadOS version in the body of your report. As for the category to make your submission, you may have to choose “bug report”:
Hi, just wait for 2-3 seconds for the three dot to disappear, and then you can press the "auto" button.
It took me almost half an hour to find this solution.
