You mean “remotely” as in over the internet? That can’t be done. That has to be done locally, in person.

You can reset to factory settings through the menus on the device. Reset or restore your Apple TV to its factory settings - Apple Support
You can restore (to similar effect) through a USB-connected computer: Restore your Apple TV - Apple Support
