Since i have changed to EL Capitan from Yosemite along with change of HDD on MacBook Pro (2009) i am having problem of Keyboard layout problem as French default notwithstanding change keyboard layout and system language setup, the problem is same and i have been stuck to French layout and typing...

That probably means your internal keyboard is damaged and needs repair or replacement.
Tell us what you have on your list in system preferences > keyboard > input sources.
keyboard layout and input resource is fine.
but keyboard layout shows look likes as ALT key is hold for special characters.
all the characters are shows in special characters and typed as shown above.
Keyboard buttons are like scissor not butterfly, On removing button head and cleaning scissor shape as well the problem is still same......
Could you please guide me to resolve or how can i get rid of this problem?

Could you please further guide me to repair or clean. Either this can be possible to cleaning strip or internal chip paper.....
