How to fix iPad on-screen keyboard visual glitch?
It’s all there in the photos. This glitch only happens when the shift key has not been pressed. Or is this blue highlight normal behavior?

No. What you are reporting is no normal.
Give Apple Feedback - Do your Part: Provide Apple with feedback on this, letting them know what exactly is occurring. Applemay not get back to you directly, but the more feedback they receive on this, the more they will know what is occurring, and what bug fixes to include in updates to come. Being a 2020 post, I wonder if many have even reported it yet.
