Rotating a PDF

Yes, you'll need to open the PDF within an app that supports rotation. Currently, this is not offered in the Pages app. There may be some good third-party app options within the App Store for this. We'd recommend selecting one that will allow you to rotate single pages and not all pages within the PDF (unless that's what you need to do here).

Alternatively, you could use rotation lock to lock the screen in landscape mode so you can read the PDF: Change or lock the screen orientation on iPad

Which app are you using to edit the PDF? Are you using the Pages app or another third-party app?
