Go to Settings>Focus>Do Not Disturb. Tap on "People". Below "Allowed People" is another setting, "Also Allow". Tap on that. Make sure it's set to "No One" and that "Allow Repeated Calls" is set to "Off".

Hi I had the same problem !! i figured it out in settings first I had favorite calls on . I shut that off it worked but then my husband called me right back and it went thru .. I had REPEAT callers on. Meaning if they called you right back within 3 minutes your phone call would go thru. Turn off repeat callers!!
Ok. Laurie is correct, for some reason you have to go into Also Allow>Calls From, select No One (we know this) but also make sure repeated calls is off, even though that setting does not show on the "Allowed Notifications" section of the DND focus.
My wife and I were both having the same trouble.
we deleted all of our focus’ then re-added them.
now it works.
Try turning off cell data, bluetooth, and wifi. This will isolate an incoming call to only come through via voice.
Have you looked at:
Call Forwarding settings
Silence Unknown Callers
Calls on Other Devices (this may cause an iPad to reject calls)
Did you check the setting in Settings>Focus>Do Not Disturb?

I have turned do not disturb off and turned thephone off and back on. Turned the do not disturb back on. Even played with contacts and designated time frames
and still allowing all calls to come through
My new iPhone 13 Pro (with ios 15.0.2) do not disturb feature isn’t working. I set it ip with no problems, but calls still come through. I used this feature alot so this is a big problem for me. Yeah I know you can set it up through settings as well as a right-corner-diagonal swipe. I’ve even powered my phone off/on to see if that was necessary to activate do not disturb (which, by the way would be seriously inconvenient). Either admit this is a bug and fix it or tell me how to get it to work.

Yep, me too. Reported this awhile ago now and no response from Apple except to try the obvious things that everyone has stated they’d already done. Apparently they’re fans of the “keep throwing the same spaghetti at the wall and expecting a different result.”
