Apple Watch wont pair with any phone

I have an apple watch I stopped using about a year ago and have been trying to figure out how to reconnect it to my phone. I've tried restarting it, force restarting it, and erasing all contents and settings, but now I'm stuck trying to repair it to my phone but it doesn't detect my phone at all. manual pairing isn't working either. when I try to press the i icon for manual pairing it doesn't work. And even then the name should still pop up on my phone when i press setup manually on my iPhone but it doesn't. I've tried connecting it to my sisters phone that hasn't been updated from ios 14 thinking that my ios 15 was blocking it somehow or wasn't compatible but it didn't work. My watch is running watchos 7.0.3. I've searched for days to find a solution and have had no luck. it seems like my watch just cant detect any phone i try to pair it to no matter the ios its running. Is there anything i can do to fix this?
