iCloud tabs not showing up on iphone

iCloud tabs is on on my iPhone and my iPad browsers and on my iCloud settings. It doesn’t show up though. I tried adding some pages to my reading list on my iPad so I could read them on my iPhone, but those aren’t showing up either. I tried turning off and on again Safari in iCloud settings and in the individual browser settings on each device. I’ve restarted both devices. Nothing is working. I was having trouble getting it to work after the initial update. After fiddling with it, I got them to show up. After the 15.0.1 update though, no such luck.
