Troubleshooting iPhone Storage:

Internal storage cannot be upgraded. It is what it is. So, it will not have changed, even if you upgraded your iCloud plan.

So, what to do:

Note: iCloud Storage does not increase what you physically have on your iPhone.

The iPhone storage space cannot be extended after purchase.

To make space, you need to delete stuff you don't need or save stuff onto computer before you delete.

You can't buy more storage on your phone, it is a fixed size.
