When I swipe down on a new iPad all I get are apps and no control center items

I have a 9th gen ipad. I follow the steps to show control center(swipe down on the top right), but I don’t see any control center items, only a group of apps and the Siri searchbar

You need to start off the screen. You are starting on the screen and are pulling down search. It has to be right in the corner.
