So I have an iPhone but my cell phone provider don’t offer Apple Watch is so I wanted to purchase an Apple Watch and a data plan separately can I do that?

No. Your iPhone and Apple Watch must use the same carrier, and you must be within your carrier's network when you set up cellular on your watch. For more info, see:
