If it's sync to your iCloud account then use computer browser with this link: https://www.icloud.com/#contacts

On top right, click your Name > Account Settings >

Scroll down and select Restore Contacts (bottom left)

If you have a different apple device that hasn’t updated your contacts, then you can access them from there. You could export them if you are on a Mac and later import them from that contacts file. If you can’t see them on any devices because they have updated with the cloud, then they are deleted permanently.
