Transferring PC Files on External Drive to MacBook Air

I saved all of my files from my PC to an external hard drive. My PC was turned into the district I worked for and is no longer available. Is there an easy way of converting these files on my external hard drive to my new MacBook Air?

Migration Assistant or Finder and copy/ paste. Of course the external drive has to be powered up.
