iPhone 12 blocks calls from Incarceration

My son is a service connected disabled veteran, hospitalized for 3 years. He calls from daily from a communal phone. Only the area code shows when he calls. I moved from iPhone 10 to 12 Pro Max, now the calls are blocked. They don’t show in call history or leave a voicemail. This means any person in jail or in a mentally challenged facility can not contact their loved ones. Does anyone have a solution please?

If you have not blocked those calls, then they are getting filtered and blocked by your carrier. Do you have scam guard or a scam block type feature activated with your carrier? Contact your carrier on this issue and have them remove such a block if one exists on with your account.
