Use a Computer and Ethernet:

For a Mac (or PC) that does not have Ethernet, this would be the adapter to use: Belkin USB-C to Gigabit Ethernet Adapter - Apple. If you get the same error, the model is likely just not compatible.

To update iOS 12.5.5, you must connect iPhone to the Internet using Wi-Fi (not using Personal Hotspot or VPN)

What can't you download and install exactly?

iPhone 6 cannot update past iOS 12.5.5.

If you want to update further, you need to buy a newer iPhone model.
