What do I have to do to get all my texts delivered to Android phones?

It sounds like you aren’t having any issues sending messages to other Apple users, only Android. SMS/MMS messages go through your cellular connection. Take a look at If you can’t send or receive messages on your iPhone, iPad, or iPod touch.

I received an iPhoneX used from family member. We reverted the iPhone back to original settings and proceeded to copy from my iPhone 6S Plus. Everything appeared to work fine except when I text to Android, it doesn't consistently deliver message.
