cant get apps to delete , theres no jiggle, and caaaaant get appts to change they have a flower to the right side of the ion. wt should I do?

My mistake the cloud picture with an arrow down is to the left of the app. I do not know what to do to get the small cloud with arrow down to go away. HVe tried charging phone makes no difference and when I press on icon it doesn’t wiggle. I’m unsure how to do a screen shot.
Are those apps with the cloud icon, rarely used apps? You may have Offload Unused apps set to ON. Either that or you may have just transferred or restored from a backup and the apps are not fully downloaded from the App Store.
What happens when you lightly tap on those apps? Do they begin loading? OR Do they just remain the same with the cloud to the right?
If nothing works then try a Force Restart on your iPhone.

Press and hold both the volume down button and the Sleep/Wake button at the same time. When the Apple logo appears, release both buttons. (DO NOT release Side Button when invited to Slide Power OFF).

To turn OFF Offload Unused Apps, open Settings ➔ General ➔ iPhone Storage ➔ Offload Unused Apps: Disable this feature.

Can you post a screen shot of what you are seeing? I am confused about the "flower next to the apps on the right side". The screen shot will allow us to see what you are seeing.

yes those are rarely, never used apps
i have no idea where to look for Offload Unused apps so I can set to Off
