iCloud Photo optimization not working

I've noticed that the photo app is using a lot of storage on my new iPad mini and iPhone 13 Pro Max. Both devices are using iCloud for photos and optimization is selected. It appears the photos on both devices are not optimizing

The mini was restored from an iCloud back up and the 13 Pro Max with device to device transfer. On both devices iCloud storage is selected and optimization. The photos storage has ballooned such that I'm sure all the photos are full resolution. I've toggled iCloud off and on and optimization and rebooted a few times.

I've had the mini for a few weeks and it's not changing. Both devices are using IOS 15.0.1.

Any suggestions. It took a long time to set up both these devices so reluctant to reset and start over.

This looks more like a bug to me as I have other Apple devices that aren’t behaving like this. There are also others on the Mac Rumors forum reporting problems with how storage is calculated and similar issues with photo optimization. I guess I’ll wait and see if there’s a fix.

Not sure why Apple would push storage back to my iPhone when I’m paying for iCloud storage.

Alan,

Thanks for checking that. Based on the article about using iCloud Photos, Set up and use iCloud Photos, you can expect your photo library to be optimized only when you need space. The optimization starts with the photos and videos you access least. In Settings > General > iPhone Storage, is your storage space low or do you have space available?

Thank you.

Hello Alan Musgrave,

We understand that you’re seeing the space the Photos app is using on your iPhone increase more than expected.

Let’s check to see if that optimization may still be in progress. From the Photos app, tap the Library tab > All Photos and then scroll down a bit. You’ll see the number of photos and videos you have come up and below that will be a status. It might say an upload is in progress, it might say things updated recently. What does it say?

Thanks.
