How to import my iTunes library to my new laptop?

How do I import my ITunes library from an external drive, to the hard drive on my new laptop?.

Drag it there, launch iTunes with the Shift key held down, and choose it.

Do i need to download itunes on new laptop from the microsoft store first?. Then drag itunes folder from external drive to c\users\name\music folder. Thanks for your help

You need to download iTunes. If you put the library anywhere other than the default location, you'll also need to tell iTunes where to find it as described above.
