An Apple ID is yours for life. It is almost always a mistake to create a new one, as you will lose all content purchased with the previous one, as well as all data that you backed up or synced to iCloud. That’s why Apple makes it easy to change the email address for your Apple ID→Change your Apple ID - Apple Support

However, if you still want to create a new Apple ID and you have reached the limit of 3 created from one iPhone there is a web link where you can create an Apple ID→https://appleid.apple.com/account. After creating it you can log in to it from your phone.
