How do I use my iCloud storage for photos?

Currently I have 9 out of 50 GBs being used for my iCloud storage. How do I use that remaining 41?

One way is using iCloud Photos Set up and use iCloud Photos - Apple Support

Another is to download them all to a computer and simply upload them as files to iCloud. See Transfer photos and videos from your iPhone, iPad, or iPod touch - Apple Support and Add your Desktop and Documents files to iCloud Drive - Apple Support
