To confirm our next steps, could you let us know if your computer is a Mac or Windows device? If a Mac, could you try and AirDrop the file and see if it still remains low quality?

Hello aw_ and welcome to Apple Support Communities. It appears you are having some difficulty playing back video recorded at 4K on your iPhone and getting full resolution.
What device are you using to view the video? If it is on the iPhone, are you using iCloud Photos?

This may be expected behavior if you are using iCloud Photos and have the setting to Optimize iPhone Storage enabled at Settings > Photos.
When this setting is enabled, full resolution versions of both photos and videos are stored in iCloud while only lower resolution versions are stored on the device itself.
If you download one of the videos that is not reporting as being 4K and then check it, do you get the same results?

Yes I do have optimize iPhone storage on but when I went on iCloud on my computer and went to download the video onto my desktop, the video quality was still 720p.
