No switch user option after reboot, FileVault turned off

Whenever I reboot my Macbook, such as after an OS update, there is no Switch User option. I have to log in using the original account. FileVault is NOT turned on. All the articles I see talk about how this is a FileVault issue with the need to turn on the various accounts you want to be able to log in during a reboot in FileVault, but FileVault is turned off.


Is this just the way of the Mac? You can't have multiple accounts available to log in unless you turn on FileVault and assign them as able to log in?


The second account is also listed as an Administrator.

We recommend creating another user  using the steps here: Set up users, guests, and groups on Mac - Apple Support This will allow us to isolate the cause. Please start in safe mode using the steps here: How to use safe mode on your Mac - Apple Support
