When connected to laptop iPhone xr will charge but not sync

when connecting iphone xr to laptop with usb c will charge but not sync is this a problem with iphone cable or laptop laptop is a hp pavilion

Are you using the latest iTunes version on your HP computer?

Should be this case, see this support article:--> If your computer doesn't recognize your iPhone, iPad, or iPod - Apple Support

It might depend on the Lightning to USB-C cable/adapter you're using.
