telephoning with iPhone12

I Am unable to phone numbers by clicking on the numbers shown on my iPhone12, using the correct numbers shown in Contacts. The numbers ARE correct yet I am told they are incorrect. I wondered if this might be because I may be using a VPN but turning this off makes no difference.

What is happening? How can this be resolved?
