Unable to add multiple users to my Apple TV, what do I do?

I recently got Apple TV, the app, not the actual box thing. It says that I can allow up to 6 different people use it. I was unable to find a spot to add different profiles. I'm trying to add my father so he can watch my Apple TV but when I follow the steps on the trouble shooting here it says to go to "accounts" and "add user" but that isn't an option on my screen. It only says "add account" and when I add my fathers apple ID and stuff it allows him in but he cant watch anything on his account, only on my account. But if he's signed into my account all the time and we want to watch the same show, it'll constantly mess up where we are in the show if we're at different points. So i was trying to figure out how to add a seperate profile for him like you can do in Netflix or Disney+ but I cannot figure out how. Can someone help?!
