I am hoping to set up an iPad I’m not using for an elderly neighbor to use, almost exclusively for FB and Insta. I erased all content and settings and reset the iPad, then went through establishing a free Apple ID for her. After the terms and conditions page when I hit agree, I get a message that the account cannot be set up. No info about why.

If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.

Create a new ID (if necessary)on another Apple device/computer and sign into iCloud using the same Apple ID on the other Apple device/computer. You should then be able to sign in.
