Perhaps you mean "Oticon". If your iPhone 13 has bluetooth turned "ON" so it is trying to discover your hearing aids then go to Accessabilitiy, Hearing, Hearing Devices on your iPhone. Turn your hearing aids "off" then turn them "on" and it should give you a message on your iPhone to "pair" your hearing aids.
