How can I solve this problem? The first time it was infected, I looked up the solution and tried everything like clearing safari and chrome browsing web and history and then power off my phone. Yesterday, when i opened a link from telegram on chrome, it appeared again. I guess the first time was not effective. What can I do to get rid of it? I would be very thankful to whom might help me.

These messages are completely fake scams designed to trick you into buying useless software or set you up for loads of spam. Ignore them and avoid websites which generate them. Either those sites are hacked or they are happy to host this rubbish.
