Apple Thunderbolt Display not detected using Apple Thunderbolt 3 (USB-C) to Thunderbolt 2 Adapter on new Silicon MacBook Air(M1)

I have 2x MacBook Air with M1 chip. One MacBook is running Big Sur 11.6 and the other 11.4

The one with 11.6 doesn't turn on the Thunderbolt Display even though it shows up in the system report. Additionally the USB ports on the display work but the screen stays dark.
